Surveillance

Two FBI agents arrive at a small town in chase of a notorious serial killer who may have been responsible for a multiple highway crime. Lurid thriller that seems content to deploy unpleasant violence and sadism in the service of a plot so utterly preposterous it doesn't even pass muster.
